Missing Import / Export Options under System->Data Transfer

We want to confirm that our theme didn't do anything related to options under System->Data Transfer. 

In this case, we also disabled all our modules to check and this issue still appear. It means it's not our theme bug, so I regret that it's out of our support scope. Please check your 3rd party extensions or your core magento.
