I am trying to get the layout on the theme to work with a design I have in mind. I have created a new section and I have four blocks which are set out as I desire until I try to resize the window, which I guess would be a mess if I was on a tablet or a mobile device. Can you suggest what I can do to set this right? Please see the two images attached.

Thanks for your feedback, with your image that you added to homepage by builder, please add class="img-responsive" to <img> tag, like this:
<img class="img-responsive" ... />
