1) how can I specify a language for visitors from certain countries ?
Answer, when any customer visit your site, the default store view will show ( for example English store view ) then if the customer want to change the language, they will have to select on the language dropdown on the header
2) About the error when change the language from Arabic to English, I have attached a file for you, please upload it to vendor/magento/module-store/Model/ folder ( override old file or back the old file up before uploading ), this is a magento bug, so I have to edit the vendor. Then fresh cache and try again
I am trying to create two store views one in arabic and the other in english.. somehow when i change the language from the website from either of the language, it doesn't reflect on the url of my website, and i think that create problems with the translation of the website to Arabic.
I Also created sa_AR file in wishlist module and its changed to arabic when I choose English view.
Please go to admin STORES -> Configuration -> Web [General] then expand "Url Options", you can set to "Add Store Code to Urls " but please read "Warning" before deciding use or not

When I change the language from arabic to English it comes with duplicated link and this messages showed up :
