I use woommerce (regularly updated) on my website with efarm theme (1.5.2).
Before sending this message I’ve deactivated all my plugins the problem is still the same. Nevertheless everything works fine with storefront /twentytwenty / twenty nineteen… themes.
Only registered users can place an order on our website. Billing and shipping adress are filled in on the user account. Nevertheless on checkout page, billing-adress 1 and 2 and shipping-adress 1 and 2 are not pre populated. The user has to complete it each time he places an order.
Below is a part of the code we can see on checkout page:

Furthermore, the user can see his adress on his account page, but when he edits his address, the form is not pre populated with the current billing and shipping address (the other fields are pre populated). When you look at the code you can see that the field has a value but it doesn’t appears on the form.
The problem is the same with the version you released in november (1.5.2) and the previous one.
I need FTP information to be able to modify the code including the host, the user, and the pass. Can you describe the problem with a video? I have not understood that problem yet.

I didn't have your feedback.
I don't think it comes from your checkout page. I've rename the file and even with the woocommerce default checkout page it doesn't work.
