After you choose Yes to enable the top header, you need to go to Content > Blocks and choose the block with identifier header_custom_static_block_3, to add content to it. Because your block has no content, it doesn't show on frontend. I have added some demo content to test and you can have a look at it.
About the bottom header, the header type 3 that you are using, unfortunately, doesn't support the bottom header.
Please have a check and tell me if there is any problem. Thank you.
also the msg that appears from right side after adding the test header top it became hidden, i believe it should be related to the header bottom not page top.
This problem is caused due to the number of menu items. The more menu item there are, the narrower the header is. As a result, header has to be longer in vertical. So the menu is stretched, too.
However this problem is caused in some screens, not all.
2. The add to cart button
I have checked it on my browser, it doesn't take too long to add product to cart, just 1-3 sections. If yes, it is caused due to the network connection, or the browser, or the Magento itself.
Our AjaxCart extension doesn't slow down the adding to cart process.
3. The message
I still see the message which comes from the right side. I am sorry I can't catch all your expectation. Please kindly provide me a screenshot that I can understand it clearly to help you.
I have tried to add a header top and bottom from settings but nothing appears on frontend, please try and check.
For testing, feel free to add a black top and black bottom also.

alright i will check.
Another issue in header, the logo looks stretched on some screens and looks correct on others, please check it.
And when i click on add to cart button on product page, it takes to long to respond, please check it.
