As from the default functionality after the installation of Herbes theme 2 Major Issues found at the Checkout page.
1.Shipping Method Missing .
On Guest/Login User at the checkout page, shipping method is found missing in most of the cases (Flat rate shipping method is enabled).
Flow : add to cart,Proceed to Checkout, Enter Email, Fill the user address (bill / shipping address),now in most of the case either on changing the guest emails or details , Shipping Method(Flat Rate) is not visible.

2.Error on One Page Checkout :
On disabling the One Page Checkout from the Magento Admin , there is error on checkout page, user cannot proceed for Checkout Process.
There may be a problem with your configuration for checkout. Our theme does not impact on the checkout process of Magento. Please try to change to default theme (Magento Blank, Luma) to check, I think you will see the same error.
For the url shared https://demodigicel.hybris.uk , has only Hebes Theme installed with Hebes Module, No Custom Module was added.
Issue : Add to Cart - > Checkout Page->fill email and address (if shipping Method is Visible), go for Payment Method and then click on HomePage , Remove the Cart items follow the same process add to cart and enter the email now shipping Method is not visible.
So following the above process with new installed Magento with Luma Theme, the above process works fine.
So there must be some error in Theme or Hebes Module which needs to be identified.

Are you sure it works on luma theme ?
The problem is your product are virtual products. If the product are virtual products, the shipping method will not visible.
The product added was Configurable, and for configurable shipping method should be visible ,find the attached screenshot.
Please note the error flow mentioned in the previous ticket.

This product is configurable product and its subsidiary products are simple products => shipping method will display.
Remove Apple Iphone from shopping cart and add this product to cart: https://demodigicel.hybris.uk/samsung-galaxy-s10-plus.html the shipping method will not display because its subsidiary products are virtual products
